Rimouski will be an innovative city that encourages cultural expression and civic engagement.

Rimouski will be a model of mutual support among individuals and will emphasize respect for nature and conservation of our heritage.

The territory of the City will be sustainably managed and developed using an integrated approach while enhancing its urban, rural and natural environments.

Rimouski’s economic activity will be guided by the principles of sustainable development, promoting the development of local resources and expertise and using science and research as levers of prosperity.

Rimouski will assume its full responsibilities as the regional capital by providing appropriate services to meet the needs of the people and supporting the neighbouring communities.

Rimouski will thus maintain a focus on individuals and families and will strengthen its reputation as a great place to live and reach one’s full potential.

The mission of the City of Rimouski is to efficiently and effectively provide quality municipal services that meet the needs of the community. The City encourages civic engagement and involvement. It develops its territory and increasing its economic vitality in a responsible manner. The City strives to improve the quality of life in the community in accordance with the principles of sustainable development. In addition, it adopts and promotes innovative and environmentally friendly practices. Finally, the City carries out its role as regional capital, providing leadership that promotes solidarity and cooperation.

As set out in two codes of ethics adopted by the municipal council, the values that guide decision making and, in general, the conduct of members of the municipal council of the City of Rimouski in their capacity as elected officials as well as those of municipal employees are:

  • Integrity
    All members of the municipal council and all employees value honesty, rigor and justice.
  • Prudence in pursuit of the public interest
    All members of the municipal council and all employees assume their responsibilities regarding the public interest mission entrusted to them. In fulfilling this mission, they act with professionalism, vigilance and judgment.
  • Respect for the councillors, employees and residents of the municipality
    All members of the municipal council and all employees foster respect in human relations. They act with respect towards everyone they deal with in the course of their duties and they themselves are entitled to respect.
  • Loyalty to the municipality
    All members of the municipal council and all employees act in the interest of the municipality, in accordance with the laws and regulations.
  • Commitment to fairness
    The notion of fairness refers not only to equitable access to services for all, but also to the integrity, objectivity and impartiality that must be shown in all the City’s actions.

  • Transparency
    All members of the municipal council are committed to ensuring transparency in decision making.
    All employees are committed to ensuring transparency in carrying out their duties.
  • Honour associated with the office of municipal councillor or municipal employee
    All members of the municipal council and all employees protect the honour associated with their position, which entails the continual application of the six values of Rimouski: integrity, prudence, respect, loyalty, fairness and transparency.
